DAVID WHISTON
President

David Whiston serves as OSI’s primary liaison to the affordable housing and regulatory communities, and is an expert in affordable housing programs. He has also forged the firm’s role in many of the major affordable housing initiatives of the past fifteen years, from ‘preservation’ to REAC.

Mr. Whiston has participated in more than 300 physical needs assessments, from Maine to Texas and Washington, for a diverse array of private and public clients. He had an active role in the creation of Fannie Mae’s physical needs assessment model. He has been a certified inspector in HUD’s Uniform Physical Condition Standards (UPCS) inspection program since its inception.

Mr. Whiston’s industry affiliations include the National Council of State Housing Agencies, the National Affordable Housing Management Association: Council of Affordable Rural Housing, and the National Housing Conference. He is a frequent speaker and writer on the subject of capital planning, for both professional and lay audiences.

JOHN E. LOWRY, JR.
Principal

Mr. Lowry brings to the firm twenty years of hands-on experience in the installation and maintenance of major mechanical systems, as well as in capital planning and property management. He has participated in more than 890 capital planning assignments across the country, overseas.

Before joining OSI, Mr. Lowry was the Deputy Director for Housing Modernization at Massachusetts Executive Office of Communities and Development. He coordinated the efforts of 250 public housing authorities statewide to identify, inventory and prioritize their physical needs. He was responsible for budgeting limited state aid for capital work to a portfolio of 47,500 residential units. He also managed the development of written procedures for housing modernization and maintenance for Massachusetts public housing authorities.

Mr. Lowry is a specialist in heating, ventilation and air conditioning (HVAC), with extensive experience in mechanical contracting. A licensed Master pipefitter and refrigeration mechanic, he has supervised the installation of major mechanical systems, including energy management systems. He has handled industrial contracts for the operation of large boiler plants and supervised diverse skilled trades in the course of construction activity.

JOHN NICOLI
Principal

John Nicoli has more than thirty-five years of experience in the mechanical contracting and capital planning fields. He has participated in 900+ facility assessments across the country, as project leader or mechanical engineer. He also serves as OSI’s treasurer and chief financial officer.

Mr. Nicoli successfully spearheaded the evaluation of an 30 property affordable housing acquisition in Washington for Mercy Housing and has participated in major housing authority portfolio efforts from Philadelphia to Lincoln, NE. He has had a major role in portfolio assessments for the Michigan State Housing Development Authority, Volunteers of America and The Salvation Army efforts.

Mr. Nicoli is a specialist in the heating, ventilating and air conditioning (HVAC) fields. He has managed an HVAC control business, responsible for mechanical installations, negotiating and supervising subcontracts and directing field staff.
