Since 1998, ON-SITE-INSIGHT has held a contract with HUD to conduct Comprehensive Repair Surveys (CRS) on foreclosed and mortgage-in-possession (MIP) multifamily assets that come under the jurisdiction of HUD's Multifamily REO Hub in Atlanta. This office holds the properties while disposition plans are put in place. OSI assists by conducting CRS and (through subcontractors) Phase I Environmental reviews, lead paint, asbestos, and radon testing. Specialized elevator inspection, structural engineering and design services are also called for from time to time.
Malcolm X Apartments is a six-story, 96-unit apartment building constructed around 1900. When OSI first looked at the property, there were 24 off-line units due to, at least, two separate fires. The fires caused extensive structural damage in addition to the loss of all finishes, fixtures and equipment. An initial attempt at restoration had only served to obscure damaged elements.
OSI’s team of professional and our consultants developed a detailed scope of repair work including structural repairs, repair of fire-damaged units, façade restoration, mechanical repairs and accessibility improvements in less than 30 days. OSI was called back by HUD on several occasions over the next two years to report on the progress of rehabilitation. As of the last visit, Malcolm X was fully rehabilitated and occupied. |
