Covenant Health Systems is a Catholic health and elder care system sponsoring hospitals, nursing homes, assisted living, and other services in the Northeast.  In early 2003 ON-SITE-INSIGHT undertook facility condition assessments (infrastructure improvement plans) at eight locations for this growing regional health care system.

The facilities are part of an obligating group established by Covenant for the purpose of issuing bonds.  Covenant executives were interested in not only the condition of the individual facilities, but in the total capital needs system wide.  OSI provided a comprehensive evaluation (inspection, consultation, cost estimation, programming) of existing needs, and a twenty year projection of capital spending at each facility.  The three hospitals required multiple reports for each campus.  Typical hospital reports ran to 35 pages of narrative, 100 digital photographs, and spreadsheet details on five hundred or more work items. 

After review and consultation among OSI senior staff, Covenant executives, and facility managers, OSI created a database of all capital items across all locations evaluated.  This database allows Covenant administrators and site staffs to look at total annual requirements, anticipate similar requirements like roofing across multiple facilities, develop baseline capital budgets before inclusion of strategic improvements, and track capital needs against resources available from bond proceeds.
