In recent years, the nation’s third-largest housing authority has undergone an institutional transformation to private management of its inventory. The Chicago Housing Authority (CHA) engaged On-Site Insight for several phases of this process, including assistance with two rounds of capital funding requests and Comprehensive Grant submissions to HUD. As part of our engagement, we performed thorough physical needs assessments of nearly all federally assisted CHA developments and some state-aided properties while meeting tight inspection and analysis deadlines. We also developed redesign alternatives for family developments that did not meet contemporary standards. Most recently, we modeled the long-term physical needs of a large portion of CHA stock in a short timeframe to support a major bond refinancing through HUD. On-Site Insight completed all phases successfully, thereby assisting CHA on its way to privatization.
